If US-Canada Tariffs Aren’t Bad Enough, Automakers Now Have Something Else To Worry About

For decades, automotive regulations in Canada and the US have been virtually identical. A few small differences like daytime running lights have popped up, but the two paths are about to diverge in a major way. Canadian officials have quietly moved away from America’s recent emissions rules changes.

It’s another potential jam in the gears of vehicular trade between the two countries and shows the rapidly changing relationship between two old friends.

Canada And The US Have Shared Vehicle Rules For Generations

Dive into Canadian vehicle regulations, and you’ll frequently see references to US codes. Keeping the big picture the same has been good for both, simplifying import and export of vehicles new and used, and letting automakers sell cars that are nearly identical in the two countries.

“While Canada and the US share a history of an aligned approach to regulating [Greenhouse Gas] emissions from on-road vehicles, Canada plans to maintain and strengthen its GHG emission regulations for light-duty vehicles,” the Government said while posting proposed amendments in the federal register.

Going forward, Automotive News reports, Canada will not just keep in place the US-based rules published in 2024, but expand on them. However, like the US, the Canadian government is backing down on its plans to require zero-emissions vehicles. But it will not do the same for tailpipe rules.

Canada will keep the 2026 CO2 emissions target from the Biden-era rules of 161 grams per mile across an automaker’s fleet. By 2035, that’s set to drop to 74 grams per mile, though the government will continue to consult with automakers.

It’s a stark contrast to the actions of the Trump administration. Earlier this year, Trump’s EPA rescinded a finding from 2009 that recognized the dangers of greenhouse gases. Along with that, the EPA rolled back emissions regulations in a number of areas, including passenger vehicles.

After those changes, automakers “no longer have any future obligations for the measurement, control, and reporting of GHG emissions for any highway engine and vehicle,” the EPA said. In short, it was fair game for tailpipe pollution in the US.

The state attorneys in 25 states have challenged those changes, but the challenge seems unlikely to be successful. Canada isn’t waiting to find out, though. It has already made moves to allow Chinese-built electric vehicles into the market, albeit in limited numbers.

Sharing rules has made things simple for selling vehicles in the US and Canada. Being able to use the same (or nearly the same) emissions and crash testing cuts costs and benefits consumers and automakers both. It’s also a sign of how intertwined manufacturing is between the two, with parts and finished vehicles crossing the border almost constantly.

This change shows Canada’s government doesn’t expect the current tensions to ease anytime soon. Changes to automotive regulations take years to create and implement. It could also crush the grip of US automakers on Canada’s car market and encourage automakers from Europe and Asia to bring their more efficient vehicles over.

In short, it could be the start of the Canadian auto market looking less like America’s and more like Mexico’s.
