Buick’s Elegant Electra SUV Goes Global As GM Inks 20-Year Deal With China

It’s been four years since Buick promised to electrify its entire lineup by 2030, with a new brand identity led by the Electra battery-electric vehicle coming to the North American market by 2024. Clearly, that didn’t happen, although the General Motors near-luxury brand did find sales success in the US with its stylish, inexpensive Envista crossover, powered by a three-cylinder internal combustion engine.

In the ensuing four years, GM found itself with more EVs than it could sell in the US, as political winds shifted and the loss of $7,500 federal tax credits hurt EV sales, meaning Buick would not get a modern-day Electra with a plug. Of all the EV names out there, could any top Electra? Meanwhile, the dramatic, all-electric Buick Wildcat (pictured above) remains just a concept.

Maybe the Electra will return to the US someday, but for now, the nameplate is focused on the China market, where Buicks have been popular with government officials for decades. Incidentally, China’s last emperor, Pu Yi, purchased a Buick in 1924, and it became the first car to enter the Forbidden City.

Today, Electra represents a complete line of premium new-energy Buicks offered in China, including the all-electric E4 crossover coupe, E5 midsize crossover, and Encasa premium MPV, as well as the L7 extended-range EV and E7 plug-in hybrid midsize crossover. It’s this last vehicle, the E7, that drew attention this week at the end of a GM press release about its SAIC joint venture in China being extended 20 more years.

That’s probably a smart move for the General in the world’s largest car market, though it’s unclear how it might affect the company in the States, where China may as well be a four-letter word these days. GM said the E7 has become Buick’s best-seller in that region, delivering more than 10,000 units in its first month this past spring, and that the E7 “also represents SAIC-GM’s growth opportunities beyond China.”

As such, starting in October, SAIC-GM will begin exporting the E7 “to select global markets,” representing the joint-venture’s first premium new-energy vehicle heading overseas. But, as previously mentioned, China and the US don’t exactly mix right now.

JV Is Targeting Several Key Markets, Including Mexico

That got us wondering: which overseas markets are targeted, and might the US be in line to get the Electra E7 PHEV? That seems unlikely, given the total potential 45% tariff rate on hybrids and ICE vehicles from China, not to mention the punishing 125% tariff on EVs.

But another paragraph in the GM statement got us thinking the idea isn’t so crazy. John Roth, President of GM China, said the new JV extension sets up SAIC-GM for long-term growth potential, even beyond China. “We see meaningful opportunities to compete in select international markets: the Middle East, Africa, South America, Mexico, and Asia-Pacific,” Roth said.

Laying A Foundation For A Future In The US?

GM has manufacturing operations in all those regions mentioned, so you can expect SAIC-GM vehicles developed and engineered in China to be built in those plants at some point. No, the US is not mentioned – but Mexico is. So, perhaps GM and its JV partner are laying the foundation for tooling up capacity in Mexico, in hopes that trade tensions with China ease up. This could allow for affordable vehicles with GM technology built in Mexico to enter the US market. Yes, it sounds highly unlikely now, but not impossible in the future.

CarBuzz traded messages with GM’s communications team, and the response was unequivocal: There are no plans to bring the Electra E7 to the US, or any other SAIC-GM vehicles. But the joint venture clearly wants to expand its reach via exports and is now looking at several major regions.

CarBuzz Insight – Why This Matters:

Together, SAIC-GM has delivered 20 million vehicles in China since the JV was formed in 1997, and there were years when those thriving operations were generating income while GM’s operations in North America and elsewhere were losing money.

Today, while GM faces unique challenges in the US, its JV with SAIC will launch at least 30 new-energy vehicles in China by 2030, while sharpening its focus on the Buick and Cadillac brands in China. This is what a global auto industry looks like. If profitability is hard to achieve in one region, it’s vital to have another region doing well, to pay the bills.
